its not a moped its a scooter, most likely in europe. that scooter is also tuned up (as many teenage rebels will do in order to exceed the ridiculously slow 45kph max enforced by mechanical governors and the law). probably an engine kit (dump the 49cc original and replace with a larger eg 85cc racing piston and cylinder), a racing exhaust pipe, and more (new clutch, clutch springs, belt, carb, etc.) LOVE it.
