The soldier every time, but in practice the speed of the scout means that he can get in close and do a lot of damage before anyone notices (which the soldier can rarely do), and the scout can pick his battles. Scouts > Soldiers in deathmatch in 6v6. The advantage of the Soldier is that he can reliably protect the medic.
