You do not know a good one from a bad one. Yes, strobe lights can cause nystagmus, but only if you are looking directly into the light. The instant you focus on some thing else the nystagmus disappears. Tested just today in a clinical setting, with multiple subjects
@asleeperj - Don't try the 'no name' game in the UK or you will find yourself arrested PDQ. All drivers are required to give their name, DOB and address if asked by a police officer.
@MrThaiBxr - I was a bit OTT. You can see it but it is mild for someone who is over the drink drive limit here in the UK. It is only used here as a first step to gain evidence which could then lead to arrest and later test on an Evidential Breath Machine which tests for alcohol and prints a result for court. MW
@martinwinlow It's easy to avoid. The cop says look at this, and you stare blankly into their face. You do not need to give the state any information that could be used against you, even your name.

Basically, if you are stopped under the suspicion of a crime, the LEO may/might/shall demand your ID. (See Terry vs. Ohio and Hiibel vs. Sixth Judicial District Court of Nevada.)

@ ilangsfs - Surely as the driver of a motor vehicle on a public road you are required to identify yourself and the vehicle owner if asked by a police officer?
