This looks like simple physics. The gun is only measuring distance over and over. The gun is unaware of movement, just distance to target. By panning the building, which is not horizontal to your shooting position, the gun is quickly reading a shorter distance which is interpreted as speed. If the building were exactly 90 degrees from your shoot spot, it should read zip.
the readings are faulty anyways because you're not supposed to point the laser THROUGH THE GLASS (if you notice, everytime he takes a reading he does it through glass). by default it wil give you wrong reading. next time when a cops stops you notice that his window are down.
Laser guns are 100% fine shooting through glass and windshield . Besides in this video I wasn't shooting through anything I have my sliding glass door and screen door open.

If the cop has the gun even SLIGHTLY angled downwards or upwards, the reflection of the laser will not return the same as if the glass wasnt there. Go draw a diagram of the light refracting through a layer of glass, then bouncing off a reflective surface on the other side, then going through the glass again. Then compare to drawing of no glass.
Go and google this thing called a "Rainbow" for another example of an effective prism.

At the end of the day if you put a prism in the way of light, the light is going to refract at a certain angle. If it is reflected then comes back into the prism, its going to get refracted twice. It's not bullshit, it's physics. You said yourself the laserguns are not accurate, one of the reasons is because of light refraction. You make the problem worse by going through glass.

The building is not moving but the laser gun is. When the laser gun takes a reading it thinks the object is moving, this is know as laser slip. Try again and make sure the device is kept 100% still.
Ywah I know that but when a Cop is tracking a speeding car they need to move the car along to keep it on the front of the car which causes laser slip, and can cause a laser gun to give an inaccurate reading

A police officer with a moving arm, standing by a roadside with cars roaring by, is not a reference source. These devices are used to extract money by immoral and unethical means, a practice known by us law abiding citizens as fraud.
This is awesome and pretty much depict that the instrumental flaw. There are cops who are old enough and holding this device with shaking hands. Definitely this flaw will evade people end of paying huge money without any fault. The device should be made 100% correct in order to resit human movement. Thanks to robm425 to prove this.
This gun is probably defective, hence why that police department does not use it no more.
