That was Arthur all right. He and Soki were breaking in on Astaroth, one of the recurring villains in the Ghosts 'n Goblins series.

So... does Soki play similar to how his attacks work in Onimusha?

I'm assuming that the super meter would act like his magic meter, and if so, then his super gets stronger as you hold down the attack button and uses more of the meter. Does it work that way, or is it different?
