I agree with you, you only have to look at the rest of the heroins cast within the program to realize that, but it is a sci-fi program and not a program about relationships. Many scenes will only appeal to a minority while the program is aimed at the majority, this will in the end lead to less people enjoying it causing a cut in funding leading to its cancellation.

It's a good point, I mean, Russell T Davis and his team of writers have said they will be leaving Dr. Who at the end of the year (also when David Tennant leaves), so I guess they're leaving Torchwood as well. Maybe that could mean the end of Torchwood itself, but since he wrote these episodes, maybe he's just going to sign it off with a brilliant finale, as he's leaving Torchwood forever, before another writing team takes over. I hope they do - I really like the show
