Mini nuke ammo doesn't blow up, look in the ground when he fires the MIRV and you'll see a mini nuke go flying (propelled by the explosion, yet it didn't blow up).

There is a gun called the Experimental MIRV that fires 8 mini nukes at once. Its locate north of the DC ruins, but is very hard to get without cheating or looking up how to get it. He hasn't changed it at all
