in New Orleans, US Coast Guard emergency rescue Heroes performed a valiant and truly incredible, physical life-saving mission given the magnitude of disaster. Thousands of lives were saved via helicopter air-lift rescue in short time.

What was failed, was the local govt's emergency preparedness plan and emergency response, as well as Federal and state agency failed humanitarian response to the disaster. It was absolutely unacceptable to react to Katrina natural disaster the way they did.

that's exactly what i meant. as far as i remember, the first aid arrived to New Orleans in ONE WEEK after the disaster and the following relieve measures were very badly organized and corrupt.

by no means i deny heroism of single individuals or some organizations involved but as a whole it was a disaster.
