some of it definitely sounds atonal but there are chord changes being played here...listen right around :22, oteil will play 2 notes and jimmy instantly recognizes the chord that's implied as he's playing. these guys are amazing

That's actually wrong. The bass line is a diminished scale, and he's using pentatonic shapes, the whole-half diminished scale, and even a hybrid minor scale over the top. It's more like three scales, then he moves a half step up or down to create more altered tension with his pentatonic movement.

He is now lead guitarist for Widespread Panic.
Dang... why haven't I heard of this guy before? His playing's got the smarts & vocabulary of jazz with the teeth of rock. Very humbling & also inspiring.
