AVcc is specified for Vcc +/- 0.3 Volts. You can not just set it to 1 Volt and use the full resolution for the 0V .. 1V voltage range. The reason for having an extra AVcc is not that you can have it on a different voltage than Vcc but that you can decouple it independent from Vcc and so reduce the noise from the supply rails.
