Yes you can only pick it up on normal, heroic and legendary. Any skull are at all

the sad thing is you get no credit for actually finding these skulls anymore.. since their locations are posted all across the net.. and its pretty obvious that a lot of people didn't actually look for these skulls.. because on their profile it says they found all the skulls on the same day...

if you collect them you get special armor for multiplayer...I think ^^

just picking it up doesnt do anything... u gotta activate it urself in the campaign lobby just press x and itll bring up your skull list
