the use of GPS is controlled by the US Army while Galileo is free to all. That means that the US-Army con constrain the use and could for example dedicate all satellites to rocket-tracking and render GPS useless to all other users.

As wuzi2008 says, Galileo is also much more accurate.

Well, it is taking a long time to complete. It should be ready by 2013 though.

GPS is accurate to about 20m, but Galilleo will be accurate to 1m, so it will be a lot better for precision, but you probably wouldn't notice the difference with ordinary vehicle navigation etc.
