No Western aircraft uses long-range missiles, not even the F-15 or F-16. It's only weakness is that it has no short-range missiles, no guns, and from what I've heard, fairly average-poor handling. It flies very fast straight, and little else.
If you look at the timing, it seems as though Russian Intelligence learned of the Arrow and realized they would need a fighter that could counter it. The fighter would have to be fast enough to counter-intercept the Arrow and armed enough to repel it. IMO, the Foxbat was designed as a direct competitor to the Arrow. When the Arrow project was scrapped the Foxbat had to be repurposed, but at least it didn't suffer the untimely death of the Arrow
