Flip-flopping is not always bad.

It means the person is flexible not stubborn. For example, just in last few days, Mccain claimed that "the economy is strong". He behaved like 72 years old nut with ADD, running around yelling that he is postponding his campaign and debate with Mr. Obama. He is going to fix the problem in Washington. Within a day and a half, he switched. He restarted is campaign and had the debated.

This is what I call flexibility.
