Let me tell you what this, as before when I was a huge fan of this game and devoted much of my time into the nooks and crannies of the story. In this clip, you'll be able to hear G-man laughing, then Alyx's voice, barely audible, but sounding like she's saying "he's dead." The siren like noise is the Aperture Science jingle, quite possibly being used as the air horn of the Borealis. The jingle can be heard in any of Portal 2s investment opportunity intros.

To those guessing, I'm near 100% sure that it's the soudns from Turrets in Portal. As The1337DoomCookie said, it sounds like "Hello? Are you There? Hello?" which is a line from the Portal Turrets. That and the soudn effects in the back ground sound similiar to the turret scan beep (Not the Target beeps, the ones it makes when it moves side to side)

Be serious, there is no way to make up what the voices say. IF there are any voices there. When sounds like this are so ambiguous, the mind will make them sound like whatever makes sense for it. For example, same like hearing the wind while being alone and thinking it was a voice or something else.

The Half Life series (probably valve in general) puts a lot of thought into sounds. Little things like the muffled conversation through glass. Weird things like the voices of scientists you hear close to the portal to xen (I think that's where it was) Or the radio chatter in Nova Prospekt. If you listen to the helicopter loop, or was it the rotor wash, in HL2 you can hear a rooster in the background for some reason.
