Bulk carriers used to be pretty dangerous, they sank all the time, about 10 or 15 a year were going down in the 80s and 90s, but safety regulations were changed to make them less vulnerable.
I wasnt sure of my figures, so I just looked into this and the numbers were even higher, 44 sank in 1990/91. Even now, one sinks every two months on average.
Umm my family owns 3 of those ships with capacity about 1200 TEUs each. They run from Singapore to Taiwan but ironically I've never been on board any of them!

They fall over all of the time.. there are thousands floating just below the surface at anytime. They do lock in.. but I believe they use those plastic childproof locks for toddlers to hold them in...
Doesn't anyone recover floaters if they come across them? I figure they would sink anyway due to the weight of the cargo, like wine bottles or plasma TV's and dense items. I'm sure there's much to be seen on the bottom somewhere.
They don't really want the containers to be locked down too well. If the ship is listing or rolling far enough to cause containers to fall overboard, the reduction in weight of the deck cargo helps the ship to right herself. I just wish they'd fit valves to let seawater into the containers so they sink, rather than floating just below the surface. I've seen two floaters in my time, luckily hitting neither.
If a stack or two drop off, how much effect will it have on the balance once the ship rolls back? I suppose the other side will be a stack or two too heavy then?

they are pretty water tight so usually float just below the surface of the water, yachts lookout!

they are all interlocked so they don't come off unlesss it's really bad weather.
