The first time I beat the Elite Four I was using Venasaur in Fire Red. It doesn't matter what they're effective against. Steel pokemon....aside from Steelix and Magnemite I don't know any. Dragon pokemon...The Dratini Family, Gyarados, and the ancient one are all I can remember. Plus, grass is a starter element, much more common.
