It's called "Vibrato" It's just an accent on the note, its the same thing as bending a guitar note back and forth, and they do the same thing with a cello quite often. As far as singers go, it takes a little talent to do I believe, I'm not a singer though, I play guitar.

She is definitely the best 6-year-old singer I've ever heard but she is NOT pitch perfect. Amazing pitch for her age, but not pitch perfect. When doing the octave jump she was definitely off-key and going down she wandered into a different key. I'm so sick of people being dishonest just to be nice. Simon Cowell's judging, on the other hand, is just plain inaccurate. I think these judges weight appearance, stage presence and popularity much higher than actual vocal quality.
