Probably because Israel wants to keep its promise to the settlers, who are the most radical Jews in Israel.

Settlers are the root of Israeli stubbornness. Israel knows settlements are land grabs, but won't say it publicly because they're illegal.

If we can get the settlements out, we might have an agreement. Right now Palestine could never be a country with Israel pointing guns at it all the time. The guns are for "protecting" the settlements.
