That's what's known as a Sun Dog (light refraction). Saw one just like it here in Boulder colorado about a month ago. It's like the sun has a pet on a leash.
Depending on time of day and ice cloud you can see a line that goes from the sun to the smaller refraction.
It was the first time I'd ever seen one too. YT has some dramatic examples of this phenomenon where you get to the a wide circle around the sun and the sun 'dog' sits at the left outer ring on a line.
