Mr. Hitchcock first requested owls to be used in this scene. Owls of various sizes. Hitchcock wanted the scene to look frantic, but the owls only succeeded in looking comical. So finches, parakeets and sparrows were used and achieved the desired creepiness.
The birds were added to the film later for this scene, so when the scene was shot, the actors were swatting at nothing. Actually difficult considering that they didn't know where the birds would be in the final product.
