Well if you really want to draw anime pictures you can start practicing with an average pencil and a piece of scrap paper for that matter. Really, but for digital media, photoshop is more that enough. But you can try others and see which you feel comfortable with.

Some well known programs : Photoshop, Painter, SAI, Open Canvas, the Gimp, etc.

If your just interested in the tools needed for the drawing performd in this video, you don't need 4.5 at all. Version 1.1 has all the basics you need as in this video, and best of all you can find it on the net for free. (Considered outdated, and no longer supported. But if you can deal with that, it's great!) The newer versions don't really offer that much beyond this for drawing, unless you're looking for more layer modes and comicbook style pattern shading and the such.

for the vid-cap: i just select screen area and record the opencanvas playback. layers used are for usual blending purposes like highlight/darken, i dont have anything to edit the video with, so what i've uploaded is the raw playback, heh. most video capture proggies allow screen area selection, tho maybe not fraps i think
