The NES Pac-Mania is the only port that actually got the ghost AI correct but they had to ruin it by making the speeds all wrong after level 4, Sue being the only threat on later levels because the other ghosts go at snail pace. The graphics are good and the music is accurate so if they just got the ghosts/Pac-Man speed right it would have been the perfect port.
As I said though they did get the AI right unlike the Amiga, Amstrad CPC, Atari ST so that's good.

The thing is, this version gets the job done a bit better than Grandslam's conversion, given it has all the ghosts (with correct colors/facial expressions), has all of the intermissions of the arcade, has the level 27 endgame stage, and all the music with solid controls.
Ok, so I just played it again on the real deal. I forgot that it was missing two intermission songs from the arcade (the one for Jungly Steps and after beating Jungly Steps). Still an incredible conversion, regardless. Just wish Tengen put this kind of quality into the Genesis/MegaDrive port.

I remember Pacman losing jump power until he can't if you keep on a stage for too long, and in the later stages there are ghosts which can jump too (A very well timed one can get over them though) and ones that jump even higher (Just run)
And in Pacmania, there's more ghosts. Maybe it still is a little easier, but the later stages can be as cheap as hell.
(From my experience with Pac-Man Collection on the GBA, and a almost forgotten experience of the MD version of Pacmania)
For an 8-bit machine its not bad. I dobt the Commodore 64 would be better than this. Maybe the Nec PC engine could do better by a long way - dont know if this came out for that ?

The NES version isn't that bad. It's pretty complete, fun, and provides a good challenge at the later levels. One of the better translations IMO.
