@mikedyoboyone u cannot really blame the dam management because they are just following protocols. And their protocol states that they cannot make their dam spill over or else it would result in grave danger. Why? it will risk the whole dam to be damaged hence releasing all of it's water. During these times of Ondoy. My father works at ipo dam, believe it or not, they only release 5% of its capacity so to not risk any damage to the dam. It'll be worse if dams were totally got destroyed

This disaster was man-made alright. They opened the dams at the peak of the floods instead of before the storm came! They were fully aware it was coming.
