No it is not a joke. C5N channel, the journalist and the Doctor Cormillot are really stupid and do their job with bad intention. In this case it is to alarm people about alcoholic abuse in Argentina.

...C5N is a sort of Fox News of Argentina.

BTW, in the video, it says that somebody alerted them by email about this. It is not the case, they picked up it directly from a Facebook group that existed for a year (Grog XD). They are really THAT stupid.
