We have a nice way of dealing with this at our workplace(We are a good five thousand people). If someone does this at the food courts or our own supermarket, we write a very detailed description of the person and put it up in the online bulletin board and end with "Get well soon"!

They do that with buses here, although it's more like "oh, I'm just alone, walking forward toward the bus, I don't see anyone else" cut cut cut
