the gun will fire it you take it out of the water of course. assuming this is a gas operated rifle, if you leave water in the barrel or attempt to fire it underwater, the pressure released by firing the bullet will not disperse as it was designed to do originally. all normal m4, m16 and so on, have a gas tube atop the barrel that when fired, provides the pressure necessary to propel the bolt backward, which then readies the next round to be fired.
