Hoover was an extrememly intelligent man, but was completely overwhelmed by the Presidency. He was oddly compassionate for a conservative, yet sat on his hands and watched helplessly as the nation went into decline in the Great Depression. His feeble attemtps at assistance, like the RFC were pathetic.
No man has ever entered office with the qualifications needed for greatness and no man failed to live up to that promise as did Herbert Hoover.
