Libya does not have a military industry, western world has sold everything to Arab world. And the country they won't sell to are supplied by Russia and China..... Why should any country need a military ?

Another thing is that Italy and Spain depend on Oil from Libya with that they kept this regime in place, this makes them morally responsible.
