Isn't that Paul Brady at 1:43? The film must be older than the soundtrack as the Stones at the Adelphi was 1965.

"(Paul) Brady can be seen in the film Charlie Is My Darling waiting outside Dublin's Adelphi Theatre for The Rolling Stones' 3 September 1965 concert."
