It's not vinegar. It's fermented fish. Back when there wasn't always salt available, an alternative preservation method was fermentation. For some reason the tradition has survived along the coast of Northern Sweden. It's sort of an acquired taste, but those of us who do eat it think it's a delicacy. It's not just rotten fish; just as a fine wine isn't just spoiled grape juice. You really should try some!

It was when it was short on salt. It is salted herring, but the salt percentage in the water is so low that it can start the fermenting process.

also, it's not a delicassy. the strong smell comes from the vinegar. you know what vinegar is, right?

There's also some lovely byturic acid(rancid butter), hydrogen sulfide(rotten eggs) and propionic acid(sour odour in BO) in there.
