I don't know what clockwork chimes are. That van was in Woodford Halse, in Northamptonshire, and a newer van with a different name on it, an Italian name, in Oundle, has the same tune. Maybe they get tunes from the same place as their ice cream supplies. I expect they all use magnetic tapes nowadays.

It was in Woodford Halse, a village in Northamptonshire, England, but that was two years ago.
The music is called The Trumpet Hornpipe and you could find that easily, and some of the TV programs, on YouTube.
Woodford Halse and Hinton are next to each other and sometimes people refer to the whole area as Woodford Halse. This video is from Hinton.

I found some information on chimes:
"Micro Miniatures supply chimes to all the major van builders including Jiffy. Whitby, Simoncini, Phoenix, Brookfield, Cocozza, D&D, Gibsons."
They use mp3 or cd players nowadays, to feed the tune to the chime box.
