The idea was to see how humans would react in long-term isolation situations, for when they left the planet on a space ship that was to enbark on a long mission to a new home world. But that plan never panned out. It's in the fallout bible, truly a fantastic piece of fiction for sure.

@Alle1222 The Enclave believes that if youve gotten turned into a mutant or even just got radiation sickness your not "pure". They have an airborne virus that will pread throughout the wasteland killing everything mutated/radiated/ ect., so then they can take over. The only pure humans in there book are residents of vaults and them. Think of them like the nazis, but there killing for a supposed "good" cause.

Vault 101 was to see how long the vault could sustain itself in indefinite isolation, which will eventually lead to lower populations, too many people in a cramped space are somehow related thus lowering the diverse gene pool, and so forth, while at the same time, the overseer is given dictator like power over everyone, and seen as the man they can all rely on in a time of crisis.

so vault 101 is probably a control, 108 (with the garys right) was to see if humans could clone more humans to repopulate the world, vault 112 was a vault to see if humans could live in a alternate reality. 92 and 106 are a mystery, though i dont think you find anyone in 92.

Vault 92 was built for musicians and they used a certain white noise frequency to turn the vault dwellers into effective super soldiers that have a high endurance and aggression( In game note, it took like 20 shots to take them down) Vault 106 was about releasing a chemical in the air vent to brain wash people to enjoy living in the vault, my guess is enclave is trying to create mindless patriot by force.
