I agree, it would be ideal for all members of congress to read all of tthe bills before them but unfortunately due to time constraints it is not practical. How does one read a 1000 page bill in a couple days? Staffers should read the bill and summarize important points for Senators and Reps. Work smarter not harder!

I think everybody picked up on what Doran was saying. But Dorans argument is fundamentally flawed. The Constitution wasnt a thousand pages long because it wasnt designed to change any infrastructure. The Bill is so long because it is full of legal and infrastructure jargon. The constitution was also written by a bunch of land holding slave owners who wanted to be free but didnt want their slaves to be free, or for their slaves or women to have the right to vote. It wasnt that great.

Not in the same way that a healthcare bill would. The constitution just set a new precedent for how the colonial US would be governed. Its apples and oranges. Lee couldve exchanged See Spot Run for The Constitution and wouldve made as much sense. Regardless, every single member of congress shouldve read the bill in its entirety.

Congress is not composed of "leaders", it is (supposed to be) composed of lawmakers. If someone wants to buy software from Microsoft or anyone, that is their choice, but federal laws apply (or are supposed to apply) to everyone. Otherwise any bill of sufficient length or vagueness can hide not only waste but everything from more red tape to abusive loopholes. Laws are written for the common people, they ought to be crafted for common people to understand. Not just a handful of bureaucrats.
