Royalties.. you have to pay for a brand to be in your games. for some companies its worth it.. but gta games cost so much to produce they would rather not spend the money on that

The mod that helps him configure everything is called a trainer, search it on google(Native trainer is a good one). You can't use the direction lights(traffic lights) seperately, only flash them all at once.. Hope I helped! =)
