to settle this dubsteps base is the beat, if you don't have a good beat, your track is going to suck big time(like brostep only has 1 kick and 1 snare that is not a good beat), the bass comes second after you have made the beat, you make it fit and make it phat to the beat, there isn't another way to make a good track or at least it's the easiest way, so not to say the bass isn't the most pronouced thing about dubstep, but riddem is always the base of the music, in any genre
