The reason why everybody speaks perfect japanese is like the reason why everyone speaks perfect english in the english version it's because we're hearing it through a language filter so we hear them as if they're speaking English or Japanese even if they're really speaking another language

yep you can change the language of each character separately it's a pretty cool feature.

Anyway guys there's a reasonable explaination to why they speak prefect japanese it was explained in the bionic commando podcast on SF4, Ono-san was on it and explained that we hear all the Japanese speaking characters through a filter so they're English to us without having "ENGRISH" accents and vice versa and Chun-li is a member of Interpol so she must know bi-lingual it's required. Gen IDK!

Basically Cammy is talking about finding info about project BLEECE. C. Viper tries to stop her from destroying the information which of course Cammy ignores personal safety. Viper basically states that Cammy ruined her investigation before walking off. Then Cammy tells her superior that she disobeyed orders by destroying the information pertaining to BLEECE and he tells her that she did a good job.
