Disney used this technique for their cartoons to make them more scenic,, You create layers of depth like,, the man in blue is first,, then the three men,, then the ocean in the back,, you put them in a steep box a few inches apart,, depending on how close you want the subjects to be to the camera's pov,, then you film with the camera like a regular scene,, I don't know how to do the digital version of that tho sorry,, i'm pretty sure the creator of this vid used photoshop,, :/
Actually the technique is done quite easily. You first upload to Photoshop, then slice up the pictures in multiple layers which separates the guy in front, the guys in back and then the background. After this you import the PSD or Photoshop file into After Effects and once the file is in the new AE Comp you go ahead and add a camera and activate 3d option and then manually move each layer closer and further and move camera around. This creates the illusion of 3d.
