You really can't classify cartoons like that as some like Thunder Cats were late 80's cartoons.

It would have to be Late 80's, Early 90's (to 1994) Mid 90's (1995 to 1997) late 90's (1998 to 2000), Y2k (2000's to 2005) Late 00's (2006 to 2009) advent of the 10's (2010 to 2012)

Cartoons saw a decline during the Y2k era as Tween Sitcoms became more popular and marketable.
