Russo became head writer for WWF in 1998 (although he'd been a regular writer for the company since '96) and left in late '99. During that time, WWF was doing 7 and 8 ratings on Raw.

WCW was doing 3 and 4 ratings for Nitro, at the time.

At present, Raw is lucky if it hits a 4 rating.

What kind of crack are you smoking? The McMahon/Austin feud was Russo. The Kane/Undertaker feud was Russo. The Corporation/D-X feud was Russo.
