Kelly (who died in June) and Mouse are indeed the illustrators for Journey's beloved "wings" and/or "beetle" themed covers starting with Infinity. They have also done all of Grateful Dead's cover work.

The cover illustrations for Trial By Fire - and the similar Greatest Hits Live artwork - was done by Steven Adler (with Art Direction and Design by David Coleman). Personally, my favorites were the awesome "wing" covers.
