Water management is not easy epecially in drought ridden areas. They know the difference but they don't havea choice. Do you know Africa is the most water scarce continent in the world. Most of the country is labed extremely water scarced. The amount of water per capita has decreased by at least 65% in the last 40 years for many of African countries. With the current situation, I'm surprise that not more epidemics erupted in the country.

Contrarily, they were "New" to the Americas.

They have been living for almost 30 years using Rhodesia's infrastructure and getting more and more loans from whoever agreed to give them. This kind of economy was not sustainable from the start. Now, when the infrastructure failed and nobody wants to lend a cent to Zimbabwe anymore, it appeared Zim is not able to take care of itself. In addition there is a problem of corruption. For example, the bid for Harare sewage plant was won by Leo Mugabe. I have little doubt why the plant does not work.
