It was a plan by the heads of the Hidden Leaf Village as Itachi was a double agent. Tobi just "happened" to arrive at the same time. Itachi couldn't kill Sasuke, so he made himself the "bad guy" so Sasuke could seek revenge and reclaim and restore the former pride of the Uchiha clan. Itachi made himself a martyr to prevent a war.

Not only was Itachi the baddest villian/anti-hero in Naruto, but like one of the best in fictional anime/manga/comics in the past decade, in my opinion anyway.
