Legalize poker, get the DMV to issue a federal id for being in the U.S with or without a gambling chip on it. Have the computer manufactures make usb external hardware scanners for the id, and get the IRS to run a server for the client software, and sell the end user software with the scanners. Banks set up gambling accounts where users can keep their bank rolls pay income tax if they make a withdrawal. Make the taxes high enough to pay for everything the government does plus a little more.

@TulipFarella The main reason online poker is banned is because it is hard to regulate. I love online poker and have been playing for 4-5 years. The thing is taxing is very hard to do. At a casino when you win, you have to pay taxes, and if you lose then it is tax deductible. But what happens when you lose money to someone in China over pokerstars? How do they tax on a global basis? So you can deduct your taxes in the U.S. but they can't tax the winner in China. It's a hard industry to regulate.
