@codfishfan No, it is not an Operating System, with a real OS you are able to control every single aspect of your CPU. you cannot expect to access with assembler code with PHP+(X)HTML+Javascript/Ajax.
Call it a real O.S. when it takes control of the CPU and making it to work properly so you can turn your computer on (i.e.)
It is a website and that's all, you can only upload/download files from the cloud (like Dropbox is doing) and editing them like the tinyMCE can do.

Sorry but... a PHP system with SQL connection and the HTML stuff cannot be compared to C/C++ (for example) in any way. what you can do with C (like using pointers) cannot be done with PHP (which means you can't access your hardware directly)
@Aersus Programs can be run using the servers memory and CPU, so you use the OS of the server, not yours. You dont need C pointers to your memory because you are not using it.
PHP can run system calls and external programs (written in C or others) so it is possible to create a completely online OS to even replace your own if you want, but the intention is to reduce your hardware needs to use the hardware of the server. Why do you need to access your hardware if you dont need to?
@kaikovich sorry but until I cannot do the same with c/c++ or even basic to control every single aspect of the CPU, I cannot consider it a real Operating System. For me.. it's like the Gnome, KDE or others.
And since it's not based in an OS but with a website (PHP powered) it'd be something like a simple environment but for a website
(not saying it's bad idea though. Even I prefer Dropbox)
Básicamente es tener todo lo necesario en cualquier ordenador con conexión a internet: Puedes subir tu música, tus archivos ofimáticos, tener calculadora, guardar tu agenda...
Como bien has dicho, no es mas que otro sistema operativo, pero con la excepción de que, al estar en internet, puedes conectarte desde CUALQUIER ordenador del mundo sin más necesidad que un navegador. Lo cual es útil si necesitas llevar tus datos a cualquier sitio.

I think if I give you some real examples about what is an OS or not.. you can better understand it.
GNU/Linux, Windows, Mac OS, DOS... (those are real operating systems)
list of a non-operating systems (they are just visual environment desktop): KDE, XFCE, Gnome, etc...
those visual environments... run on an real OS system.
As I said b4... an Operating System is what the name says, you cannot control the CPU processes directly with it.
Call it cloud computing website instead.
