Construction depends on availability of resources, and not just resources to build, but also resources to sustain "builders". Nowadays we can transport large amounts of construction resources, but back then it was not "that" easy. The problem comes when you start running out of resources.
I also believe that knowledge plays an important role, Mayans, Egyptians, Aztecs, just a few examples...
