Klotz has said things indicating he willfully ignored safety to get Sugarland on stage so concert refunds wouldn't have to be issued. Witt & Associates can't do anything other than whitewash this garbage. That Witt was a Democrat in the 1990's is irrelevant, his findings will be based on getting future projects.
@macrent2 comes down to money. State of Indiana has a $5 million cap for now on what they have to pay out. And they will get away with not waiving the cap & not compensate people for gross negligence if the public doesn't complain.

Insurance companies call it an act of god so they don't have to pay for the damages. Since the officials involved were given clear warning and still failed to act appropriately, they will be held liable for the deaths and and damages when the inevitable civil suits are filed.
