Many puerto ricans are part african but not all. Puerto Ricans are the combination of the Taino Indians and the Spanish Conquistadors along with some black sometimes.
Regardless, there isn't anything wrong with Fat Joe using the N word. On the streets, minorities consider themselves niggaz and use that word to address each other all time. There's no racist meaning intended whatsoever. This wouldn't be an issue if dude wasn't so mainstream.
