you need a very big and heavy lead acid battery pack in order to drive 40 miles in a modern car. And lead acid have big safety and environmental issues.
RAV4-EV had a nimh battery pack, nobody can't do nimh cars anymore because Chevron won't allow that (they have the patent)

1) GM should have sold them, not kept them out of public hands.
2) There was a waiting list for the EV1 longer than your arm despite refusal to sell and minimal marketing.
3) Considering how people are able to build EV's from scratch, having EV1's out in the public would be no problem.
4) The EV1 wasn't even marketed much.
5) They only produced a few and they unnecessarily created a totally new platform, so of course it was more expensive per car.

The VOLT...is a HOAX. GM would have already released it, using lead-acid batteries, if it were serious.
But wanting to wait for the perfect battery is just an excuse to wait until gas prices come down.
It's a LIE, GM won't even admit that the EV1 was a success, or that the RAV4-EV still runs with over 100 miles range on a charge.
40 miles is NOTHING.
