The guy should have been arrest already. Ya I know he can't be arrested for theft since he was still in the store but he could be arrested for mischief. He broke a bottle of wine while trying to steal, which means that bottle cannot be resold, that's considered mischief Although it would be nice to arrest someone for thousands of dollars once he leaves the store. Of course LPOs can't charge for more than $5000(here we only charge for theft under $5000) but the police can when we call them.
